No spacer. Just the rubber pad.

#14 is a rubber spacer type. #15 bolts to a new bolt that you install with the crash bars. The rubber piece is fitted into the bracket and then the #13 bolt goes through the rubber piece and threads into the bolt, #15. The bracket does move around slightly but it seems to work.
And I think you mean water pump bracket? Not sump? Most hardware stores here in the US, you can buy thick hard rubber stock and make one if need be. Glue it onto the plate where it should mount.
